We had this in my hometown and it worked pretty well. We had a stamp made and teams got stamped so many points for different activities. The team who accumulated the most Spirit Points at the completion of the Relay was awarded the Spirit Stick, which was a traveling "trophy" that they could display for a year.
I'm sure you could have some other kind of reward that would work just as well.
We gave out points for attending team captain meetings, recruiting new teams, registering early, meeting team fund-raising goals early or even halfway meeting them early, decorating with theme, organizing team activities, participating in team activities, serving on committee, wearing hats or sunscreen at Relay, etc...

We've had a committee vote to not have overnight this year. This was a vote that a small group of us was vehemently opposed to, but we were outvoted 9 to 4. Since then, we've been to a Leadership Conference where overnight was stressed so I'm hopeful the decision will be overturned. If it is (fingers crossed) I'm going to make staying overnight worth the most points possible on the list (if I get to be in charge of this) and I would suggest everyone do this to keep the overnight participation up.
