I am a new team captain and would like to know if there are rules and regulations about selling raffle tickets to benefit our Relay For Life team? We are in Seattle, Washington. Also are we allowed to hold the raffle drawing during our actual Relay For Life event at our teams' booth/tent?
I am sorry if this questions has been asked before...I truly did what I thought was a thorough search and did not come up with an answer....so I am hoping one of you RFL guru's can help a New Team Captain out!
I am in Tacoma. They just covered this at our last teams meeting. You can have a raffle before and onsite at Relay but you do need a gambling license. The Great West division of ACS has a gambling license, so you don't need to get one, but you have to fill out the correct paperwork in order to hold your raffle. The paperwork is a little complicated, but not impossible. Your committee members can probably help you out. Here is a link to the information for washington state.

raffle
Our relay has done a raffle each year but in MN you need to have a gambling license. Our Lions Club has allowed us to use theirs each year. I haven't been super involved with the raffle but basically they keep all the ticket stubs, make sure ALL tickets and money are turned in etc. We have also gotten the printing donated from a local printing company. We hand them out to the teams and then teams are each credited with the sales. It has been a success but it is a LOT of work as well. The couple in charge of the raffle's.....the husband is in the Lions' Club. Last year it did almost $10,000.

Opportunity drawings
Your first step in offering an opportunity drawing should be to consult your Event's ACS Staff partner for guidance on Washington State gaming regulations. Modest opportunity drawings offered by teams are usually considered benign by regulators, but there are some guidelines like not offering them online that have to be strictly observed.
Consult with your Staff partner.

Drawings
We are doing drawings this year too. I was told that it needs to be called a Drawing or Chance Drawing rather than using the term raffle. The way I am promoting our drawings are as a thank you to our donors or "Donor Drawing". For example we have attraction tickets for Sea World and Universal Orlando. Donors get 1 entry/drawing ticket for every $5 they donate. That way I am not "selling" raffle tickets for $5 each but rather simply thanking our donors with a chance to win a prize.

Suggested Donation
Everyone here has pretty much summed it up. Rick is right. You should consult your staff partner who can inform you what the local regulations are. Another way to collect donation for the chance drawing tickets is to list a suggested donation on the ticket itself. Although, if someone wants a ticket without making a donation one will have to be provided. Best of luck!

Raffle
I don't see a problem with it except for the fact that your city,burough,township etc ...might have stringent laws on small games of chance.

raffle tickets
We went through this a couple of year's ago with a quilt for a co-worker's medical expenses. I can't remember what we found out. But I am doing a gas card raffle since my team is only 2 people. I guess it would be funny to see my photo with my 11 year old great niece being arrested for selling raffle tickets for Relay. Hmmm, that may be more interesting comment than the city treasurer being indicted for fraud?
I already have the signs printed with raffle and won't change them to chance or drawing at this stage but may next year. I am going to gamble that no one will complain.
