at our Relay, we cannot use candles (no fire allowed) and we also cannot use sand to weight the bags. we will be using glow sticks to light the luminaria.
any ideas on an EASY way to weight these bags? we cannot use tape to affix them to the track because that will leave residue. we will probably have 2000 luminaria, so using rocks or anything of that sort is way beyond our capacity to acquire, store, or discard.

Glow Sticks for Luminary Ceremony
I am curious as to how you would go about paying for the Glow Sticks. We have tried to get them donated and since we live in an area that has 3 relays, (all within a 6 week period) we are always told that they only donate to their area. Any other suggestions on getting these donated sure would be helpful.

Our Relay, coming up on 15 years, always used sand. Several years ago we switched to wooden blocks - scraps donated by a local home building business. They are stored by our staff partner and used now by all of her Relays. We keep them in milk crates so they are easy to transport. We also wrap them in heavy duty foil...something that our local senior center did the first time with us providing the foil. From then on the cleanup is a breeze. Each year you need to rewrap a few.
I failed to mention that each block has a hole drilled in it for the candle to go into. As the candles are inserted into the blocks, an additional small square of foil is inserted along with the base of the candle and they pull out very easily for cleanup.
Of course if you will be using the glow sticks, the holes and foil won't be necessairy! Good luck!
sand alternative
We have used bird seed in the past - we put it in snack-size baggies and then we keep all the baggies in a plastic tub to use at the next event. Another idea would be beans or rice - they are fairly cheap and if you have a Sam's/Costco type store, they might donate?
I had the same issue at my
I had the same issue at my Relay last year. We filled snack size ziploc bags with water. In the heat of late June, it wasn't too bad. We had high school students fill the bags using those giant water coolers and they use a golf cart (borrowed from the school) to put the bags out. It worked pretty well. And the water reflected the glow sticks and actually looked brighter.

What about dirt...potting soil. We have our sand donated from a landscaping company who I'm sure has soil/mulch available. This could be dumped out afterward to avoid having a ton of trash.
